No, the citizens carry guns because of an outdated amendment to the constitution that was put in place during the Civil War to create a standing militia of townsfolk to shoot at the Rebels as they passed through towns.  Ironically enough this has now lead to the creation of more Militias not under Federal control..

there have been rumours to this effect for at least the last few years (can't comment on before that as I wasn't using it then). Never comes to pass, and if you see where it's funding comes from (targeted advertising and companies affiliated with the US intelligence agencies), I feel it will never charge.  the opportunity to collate that much personal information for very little actual work is too good an opportunity for the spooks.

here's the backing evidence for my claim. feel free to rubbish it but the simple fact that some of their senior staff is in any way associated with intelligence agencies (never mind the actual agencies or how high up in them they were) is enough to make me more than a little suspicious.
