Agreed. I think my country (Canada) has the most bureaucracy, I needed 2 pieces of photo ID, my birth certificate, a guarantor's signature that I'm actually me, a lawyer's signature that the guy who says I'm me is actually him, and my Social Insurance Card to get my G1 Driver's Liscence (like a learner's permit).
