My overall goal is to make them Pop bankers.
45% INCOME-they need an income bonus to be a viable pop banker. 35% wasn't very good. 45% is a good compromise. Its not as high as a revalon and it cant quite match a custom banker's income. Any higher it becomes broken and unbalanced. If its lower, than nobody will want to bank with this race, even with the pop growth bonus.
30% POP GROWTH-They obviously need a pop growth to be a pop banker. 30% is a great choice. its 20% above the revalon's bonus, and still 20% less than a Wardancer's. I believe with the increased speed of LQs and the new 5% pop growth, 30% is a sufficient bonus.
70% MAGIC-We don't want to take any of this away! I did hear a rumor that stefan said magic bonus does count for defense. If this is true a 70% magic is more than ideal.
-30% ATTACK-Nobody attacks with them anyways. Soldiers are great defenders, but lousy attacking units. If you are to attack with them, this would force a player to rely on his Create Portal Force Field spell. This also balances out with their pop growth bonus.
-10% RESEARCH-According to the description, a Partaxian shuns technology. It stands to reason they should have a penalty. My design increased their income bonus by 10%, this balances out as a -10% Research penalty will keep their Economy and Welfare sciences lower than a custom or revalon's. Yes, i know income is worth twice the points. I feel that a Partaxian's science shouldn't be worse than a camaar's. Also, the 10% penalty and the Tax Offices will persuade them into funding research rather than building RCs of their own.
Tax Offices-kind of self explanatory. You cant pop bank without them. TOs usually keep pop bankers from building their own RCs.
SPELLS-All of them. I do have a suggestion for changes to a few of their spells.
1. Electric Storms: this should last longer than 8 ticks. My main reason for this is how the spell works currently. It takes 2 ticks for it to actually start killing population! I observed this repeatedly cuz i'm the type of player who keeps track of how much pop i'm killing. The next following tick after i cast it, nothing. 7 ticks left. The tick after that it starts to work. 6 ticks left! It needs to be expanded to 12 ticks at least. Even with 12 its only working for 10 of them at current. WIth the increase in pop growth to 5% its only fair.
2. Create Portal Force Field: This spell should have the time it takes for the force field to go up should decrease from 12 ticks to 8. My main reasoning behind this is time constraints for players. 12 ticks (which is actually 13 btw) is far too long. i wager that 9 out of 10 times most players are not going to be around to wait for this. To balance this, i think the time it is actually down should also be shortened from 10 to 8. Overall the spell would be 25% faster than before. My other reason for this is the rounds are also shorter than before.
3. Space Amazement: I suggest that a Partaxian gets a speed bonus while under the effects of this spell. I'm thinking 40% faster is a good match to the $ discount. I would consider having the speed bonus last 4 ticks, or less, and the $ discount lasting the 8 ticks as normal. This would dissuade a Partaxian Player from casting this repeatedly and having a 40% speed at all times
I hope that it would be an exclusive effect available only to a Partaxian. My goal here is help them explore a bit faster and get to planets passed off to them from their attackers. The rounds are shorter now and the galaxy size in Capri is huge, for example. This would also help them get more spread during the e-phase. Anything faster than 40% is kind of broken. Any slower, and its nothing more than a nice little side effect, but not worth taking a Partaxian for their improved Space Amazement.
AGENT OPERATIONS: I've noticed a few people suggest they have no agent ops. This is insane. Every race has at least a few operations. You need something to do with your agents besides defense. Also, not every spell is useful all the time. Many times it falls on a Partaxian to be an attacker's assistant with certain operations. A role which is very valuable and a staple function of any non attacker. I suggest the following changes to their operations and why:
1. Investigate Portal: Why have Create Portal Force Field if you cant determine if there is a portal at the planet? Yes, others can find out, but now the Partaxian's spell is becoming a hardship and a drain on other empire's operations. It also lets the Partaxian remain an attacker's assistant.
2. Planetary Infrastructure: My design has a -30 Attack Penalty built in already. I don't see the sense in hurting them further by denying them information on a planet. It also lets the Partaxian remain an attacker's assistant.
3. Destroy Units: I know at first this appears to be crazy, but let me explain my reasons for this operation. For starters it combos very nicely with Create Portal Force Field. Often times people station troops on a planet that is about to have it's portal blocked. With a -30 attack penalty and no droids it is highly unlikely a Partaxian is going to break through with his fleet. This would help him attempt to take the planet on his own. Secondly, they are almost never gonna attack, and Destroy Units is the one way most Partaxians are going to be able to do any damage to an opposing player's units IF they happen to station. Last, it also makes them more viable as an attack support race, like the previous two operations.
4. Spy On Target: get rid of this. I have never used this operation once. And i've been a Partaxian numerous times. Its inferior to Visions now, cuz it doesn't show resource science, and why pay $ when you can spend octarine? The only argument i can make for it is if your out of octarine and the market is closed and nobody else is online. How bad do you really need that Spy On Target? LOL!
So there ya have it! My redesigned Partaxian. I hope that you consider what i have submitted. My views and opinions have come from playing them over the period of 8 years or so. Overall they gained 10 points. I don't feel that it makes them a super race cuz of the extra 10 points. It allows them to take advantage of a long neglected banker role, their spells allow them to play to their strengths and confirms the weaknesses they already possessed.
PS: I have a few suggestions for the Forum Tag:
1. The player should be able to keep it for more than a month or 2. Should be permanant.
2. Galactic Sorceror-Galactic Wizard- Ancient Partaxian-Partaxian Sorceror
3. Let the winner decide on his forum tag as long as its a wizardly, partaxian sort of thing.
