Topic: Could a chemistry major check this "power technology"?

Basically the guy is saying he has a new hydrogen fuel source we can use. He summarizes that if a plant were made and vehicles made to use it, we could get prices ultimately lower than 50 cents a gallon. Uses a lot of chemistry, and chemistry is not my strong suite. This seems to require an Aluminum and something else alloy, and well... you tell us please tongue

For this to work we would cheap sources of electricity nuclear/solar/wind. I know there is alot of Al on earth but dont know much about Ga.
