In the old days, new players were able to join uni all the time.
The current code is preventing this to some degree (it's linked with the HS p-count).
With making the systems larger (and thusly the HS) family size (for joiners) growth integrity is insured.
This round we wound up clearing people pretty fast because there was literally nothing for them to do. Every time we removed people, like in a few hours *bam* a new random joined our family.
This proposal is an effort to ensure the competition level is decent for all (thus the 2man start + a draft, should keep things moving), allowing *gobs* of new players and returning vets to come back in, and most importantly with the smoothness afforded by the drafts - we (yes you, me, ICD, Random, Mint, Arby3, Dron3z, ect ect) can have time to teach the new people who show up.
Then *bam* round is over.
Fam's stay together. (for the most part)
Should have time to really talk to people about our respective approaches to the game.
Plan for the second round of a reshuffle.

Mate I'm not confused, two premade with a draft slot is a 3 man (premade) team. I understand there will be randoms, I don't really care , I was keen to play with three specific people is all.all good.
So you think there was nothing for new players to do because the fams were too unbalanced? Your fam had arguably the best players... yet as you say you killed new players over and over.
There was nothing to do for new players because the galaxy was extremely small and explo phase ended like week 2. My fam chat is completely dead ... we just log on and aid out like robots. Why? Because there literally is nothing to do... the round was over over two weeks ago.
What you are proposing just furthers the oligarchy.
And I am not blaming Pie... the first two weeks were a lot of fun... having everyone close together and battling for space... but with the current set up, a six week round is just way way too long.
if we don't sort this out will you just be picking people yourself? i am in the potluck players section for sure but just wondering in case we could call a halt to 55 because the places as are now won't change - 44 already pretty much destroyed 46 after they pnapped everyone else and now we are still water until EOR

Family Structure:

5. New random join slots opened once all families have equal amounts of player.
Universe Structure:
1. Max planet per system = 15-17 <------ HUGE UP
2. Map Size = 70x70 <----------------- Up.
3. Round length – 4 Weeks. <---------- Down!
Significant changes:
1. Morale planet count upped - now equal to other bonus planets!
2. New race, Dreamweavers: (should time allow).

The reason we removed players was because there was nothing really to do, or teach, most of uni was napped up, and all the wars were essentially over 66% through the round.
With the mass upgrade in P-count, and a shorter round, it seems there would be a good bit more for anyone late joining to do. There will still be planets to get, end of explo border wars (really always the most fun time, at least for me), and more small players making a mess of things.
ALSO - the re- institution 35% rule means big guys won't really be able to hit the small guys. So you *have* to get them out there.
I am not a natural at conveying my thoughts, I am sorry if this idea was not detailed enough.

We're seeing more variance in rounds these days so it's inherently trickier than it used to be.
The latest from my end:
Higher chance of Morale planets works. A given planet should be about 3-4 times more likely to have a morale bonus than before.
35% attack restriction is working (not yet rolled out). This is a restriction on the triggering of the fleet, not the deployment.
New race isn't yet ready.
Draft code being limited to only the leader isn't yet ready.
As far as managing the players themselves: I don't think MW or Balius will have what they need in time. Right now I'm thinking that we will simply use the older join flow and just manually bump it every time it fills up, as Darrk has been describing.
Drafting will then be a bit of a race to make sure you pull in a draftee before a random pops in. It's not ideal, but it's not different than usual either.
Other details are still do be determined/impacted by the vote so if you haven't yet, feel free to provide your input.
To be clear: nothing is finalized until the galaxy is created. If you feel strongly for or against something, your feedback will most definitely be considered, as usual.
