Nah, not worth the effort. Virgo is remembered more fondly than it actually was when we had it running. It was a decent inactive gate but as a training galaxy it was hit or miss.
A better idea would be to build some of it into Infinitum, which is being built right now.
A quick and reasonable solution would be to require new accounts to play Infinitum for at least a real life week before they can also join regular galaxies. Add +1 RL week protection for those same accounts and you have the best parts of Virgo without the tutor component.
This is only half a fix though. It'd give us an inactive gate again, but there's still a problem with non-new accounts that go inactive repeatedly mid-round, which is what your original idea here seems to be about. A reputation based system in which players could vote players out of their family could help, but that would take a fair amount of effort to get right.
But the best features require work, so effort isn't an excuse to not do it. I'm all for it.
