The NK regime, in all likelihood is threatened with the collapse of their regime, making them willing to threaten nuclear war in exchange for aid, due to what is probably an ongoing famine of dire proportions going on right now as we speak.
B) How this famine occurred is simply because of ongoing drought in China:

Food scarcity in China leaves them unable or unwilling to export as much food to NK as they did in previous years. China is IMPORTING 5-fold more food than in previous years, apparently because of 'scares' in the quality of domestically produced food : http://www.chinadaily.com.cn/cndy/2013- … 128926.htm
What China Daily doesn't say is that it is really because of the drought that there is more imported food, as higher prices of domestically-produced food allows imported food to be more competitive on the Chinese market.
As China is faced with the threat of civil unrest and fall of their own regime due to rises in food prices, it cannot afford to export food to NK, which unlike South Korea, can't afford to import it from anywhere else.

C) In essence, it is food scarcity and increased prices all over the world caused by climate change which is as a root cause of the Arab Spring, and, as such, what is happening in Syria as well.

Our use of fossil fuels over the last centuries leads to global climate change which leads to ongoing drought in China which leads to increased food prices everywhere which leads to North Korean famine and belligerent activity in an effort to get aid which leads to nukes flying...
And do we have any sense of our collective responsibility for this sorry state of affairs in the world? No. And the person who even suggests such is liable to get attacked and ridiculed by everyone because NO ONE (let alone everyone) wants to take any responsibility for this, in spite of the obvious fact that each and every one of us shares some portion of responsibility for it.
