I agree with Render, this is just some silly censoring.
" Swear word violation -1 for each violation within a post, to a maximum deduction of -5. Maximum will result in an Official Warning."
This is just silly and childish. People should know for themselves to keep swearing to a minimum, and I myself do not see the odd curseword every now and then as a problem. Some curse words have become socially accepted even, or at least amongst the younger demographics. Language is always changing, and so are the definitions of words and their intended purpose. (example: words like "gay", "shit", and in some contexts "[BLAM]" (what the [BLAM], etc.). Now don't -1 me for each of these, I'm trying to be serious about the consequences of producing such vague rules >_<)
" Official Warning (Qualitative, based on nature of post). -5"
Warnings are based on the subjective view of (forum) mods, or is there a list of hard indications for official warnings? If not, I'd work to make one first before giving such consequences to something entirely subjective.

Maar doodslaan deed hij niet, want tussen droom en daad,
Staan wetten in de weg en praktische bezwaren,
En ook weemoedigheid, die niemand kan verklaren,
En die des avonds komt, wanneer men slapen gaat.
