60.9% of cigarettes smoked in New York are not bought with New York tax stamps. $14 a pack will make people go out of their way to get cigarettes at Reservations and out of State.
So tax revenue is down hard, smuggling is up, and smoking has not significantly decreased. I love how Liberals think if you increase a tax you shall see 100% of the new taxes in the future. Reality shows otherwise.

On a side note I will post again my plan for ending smoking in 138 years. This would work, is easily done, and does not require crazy taxation schemes at all.
Simply put every 2 years you raise the age required to smoke by one year, until you reach 90 years of age. This way it is hard for tobacco companies to fight, people will have a hard time contesting that you cut them off from access, etc. Cigarette smoking would start dropping off significantly in 40 years however as only 41 year olds could buy cigarettes.
