But unless they move toward decentralization, how else would you suggest a short-term stability boost? Yeah, the income modifiers are bad, but the one-off stability boost could counterbalance that in the short run, so the economy could then be repaired over the time it takes to move the slider back later!
Only a 1/3 chance of getting +1 stability though, do they want to risk not getting it AND still weakening their economy?
But if they just straight fund stability, how long will it take them to hope to get even one level of stability, with all that minting? Is it really a successful strat to slowly sit at negative stability and play rebel whack-a-mole while already having enough money trouble?

EU can't forbid or approve such a thing. People can petition all they want, they'd just be wasting paper.

Even centralistic nations like France changed to decentralisationin the recent years. The financial crisis caused many regions to call for financial independence in the last years. Northen Italy, Catalania in Spain and Scotland in GB demand for more self-administration or even full independence. In some nations, e. g. Poland (Silesian Autonomy), new movements receive strong support by the population. In most cases people refuse to pay taxmoney to support weak areas in their nation.
