Avogado: Taxes may be oppression and donations to social programs out of a tax free income much better, but people just aren't used to that. However a clever society would see that working towards that ideal is a good idea, though why a government would doom itself like that isn't very clear... ask again later... Anyway a good start would be to reduce spending on unnecessary things like nuclear bombs, missiles, large warships and other such aggressive ordinance. Offense is not the best defense. Then add tax breaks to those who donate to vital services, such as healthcare, education, law and order, etc.. Increase fines for unsatisfactory behaviour, which is used to fund services directly affected by such behaviour. In this way taxes could be weaned out of the system, and eventually so could the government and society would continue to function.
Devil dog: Read above and add on that universal healthcare could be possible if you stopped spending on silly things like wars in far off lands, sure the world might be a worse place, but you could have universal healthcare and not raise taxes. Add on tax credits to those who continue to have their own health insurance or in some way show they won't be a burden on the state health system and viola!
As for Clinton, he obviously deserves credit for not interfering in the technology and dot com booms, which is something really... Heads of state could learn something from his brilliance... speak elegant words, get loved by people in other countries and don't invade anyone... bomb the crap out of them if you need but don't invade unless you really have too (ie UN says go), that way very few people actually die and you don't look like a douche. That and ignore domestic issues as long as things are looking up... Don't fix what ain't broke.
