They weren't asked to provide common sense advice to the public.  They were asked to analyze the validity of a statement and concluded that as-written the statement was false.  Should they have lied?

the panel is not obliged to answer questions in a way that lay people like yourself may be able to grasp better really

when reading these decisions you have to understand and account for the fact that they are delivered within a specific context and on the basis of a specific mandate. You can't read anything more into the decision than the context and aim it was provided for. It is not say an NHS guideline to the public and it is simply wrong and disengenuous to peddle it as if it were that.
