Explanation: Before the expansion of empires occurred throughout the universe, planets everywhere were littered with flying monkeys... hundreds of trillions of them! The flying monkeys aren't dangerous, except that as part of a mating ritual, they will fling monkey poo at industrial hardware, with the females being attracted to the males which can cause the greatest economic or political calamity. Often, monkeys will even smuggle themselves on military ships, in order to fling monkey poo at the engines or other systems.
Anyway, obviously, it's a distraction to any facilities to even have monkeys flying around their facilities. As a result, the government initiates efforts to stop flying monkey damage to systems through investment in flying monkey poo points. These points are technically investments in facilities meant to control the flying monkey infestation, whether it be shielding on facilities, inspecting fighters for monkeys before they leave for battle, or clearing monkeys from Living Quarters so as to increase the number of people living there (little known fact: Living Quarters are actually built to hold twice as many people. However, flying monkeys have a habit of taking over 50% of the quarters when available). This investment either takes the form of one-shot capital investments, or producing factories meant solely to construct the drones, shields, and scanners necessary to control the monkey infestation.
I want a meter to run throughout the round, adding up the total number of lives each attacker has silenced.
This includes combining population loss from conquered planets and operations, lost soldiers, lost crews in bombers, transports, and fighters (probably assuming 2-man fighters and transports and 5-crew bombers, or something like that), and agents/wizards lost in unsuccessful operations.
See if anyone feels guilty for essentially spending 2 months ravaging the galaxy, destroying billions of lives... ![]()

You have to separate the two complaints here.
You are saying that the idea of having a mechanism by which a person can invest (either through direct cash inflow or a building producing that cash flow) to increase the percentage of one or more of 5 categories, with the ability to move those investments from one category to another... is a good idea.
I am saying that having that mechanism be called "research" is stupid because it in no way reflects how "research" works. You might as well call it "flying monkey poo points."

The Democrats will propose tax increases, just like the Republicans will propose their wish list of cuts. From there... you get negotiation.

Socialist intervention in market economics only creates unsustainable economic systems, encouraging inefficient productivity. Any centralized price planning system will inevitably diverge from what natural markets would charge, driving the system into inevitable resource shortages.
In addition, you can't control all markets. If the legal method to exchange is controlled, illegal markets will inevitably take its place, creating a completely uncontrolled industry alongside the currently existing legitimate market.
