Looting by occupation soldiers is a war crime.  I expect punishment of the culprits, and a professional military would be glad to do it, and a great power ought to have that sort of professional soldier.  If they just brought thugs in matching pants and jackets, good to know.

US had no allies.  US was victimized by British blockades and seizures on international waters.  It was just as likely USA would come in for Germany as Britain, until the Germans declared they could kill any Americans in their "war zones" with subs, and Germany offered 1/3 of the USA to Mexico if Mexico declared war on USA.

FDR violated international law of neutrality by using US warships to spot for the Royal Navy and escort wartime shipping as far as Iceland.  Also USA sold arms to Allied powers in violation of the laws of neutrality.

In hindsight it's not clear what aid USA was supposed to send in 1939 and 1940.  The expert opinion of the French High Command up until the fall of France in 1940 was that France was incapable of mounting an offensive into Germany until 1941.  French Generals testified it took them 24 hours to relay a command from HQ to the field.  French and British general staffs were seriously considering an invasion of the Crimea, in 1940, against the USSR which was not a combatant.  The only offensive action the Allies took by 1940 was to invade Norway, to attempt to forstall a German invasion, and they didn't do a very good job.  When the Americans did enter the war by force in 1941, our Pacific army got beaten and forced to surrender in the Phillipines, our Marines on Guadacanal made do with starvation rations and scrapping burnt aircraft for parts, and when we landed in North Africa in 1942 we lost a major battle to 2 German divisions and had to learn modern war on the fly.  In 1940, Vichy France declared war on Great Britain and cooperated fully with the Nazis in fighting all Allied forces.  At what point, then and where should we have sent a few green divisions?

USA was involved from Day One, held off the Commies with the help of a few ROK units, and gave the overwhelming majority of troops and equipment to kick the North Koreans back up the peninsula.

once kids were ringing my parents' doorbell and running away. I walked outside a half hour before sunset and went around the corner of the yard and laid down in the shade.  nobody saw me.  I lay there with a flashlight for an hour waiting for it to get dark.   Then some kids from across the street ran into our yard and rang the doorbell and rang away.  I ran after them in the dark and didn't put the light on them until they heard me coming.  Then I told them never to do that again.

Los angeles class subs can sneak right up to the beach of Russia without them knowing about it, we tapped into their landlines in the okhotsk sea in the mid 1980s. Those have 6 Harpoon missles, the naval variant of the Tomahawk cruise missle, with a range of 960km.  So we can blow hell out of Russian targets 960km from the coast of the Baltic, Artic, and Pacific and not much they can do about it. Dedicated Antisub warfare assets are themselves targets. We don't have to conquer and occupy Russia to get Russia to stop invading. If Russia has to choose between shipping troops and ammuntion, or food and commercial goods, because their rail and road traffic has been reduced by half, then they're not going to do much serious fighting.

As to why we haven't done that, our govt is wussbags.

The billing records found in Hillary Clinton's book room were a copy of an original version printed out from the Rose Firm computer in 1992, when the computer file itself was deleted. Webb Hubbell has testified that he recalls reviewing a copy of the billing records in response to press inquiries during the 1992 Presidential campaign. Hubbell says that he then passed the records on to Vince Foster who was, as far as Hubbell knows, the last person to have the records.

Investigators believe the book room copy was indeed Vince Foster's. The copy contains notations, in red ink, that are Vince Foster's handwriting. These notations appear to be directed toward Hillary Clinton, including questions about some of the individual billings. Investigators believe this suggests that, at some point, this copy was passed from Vince Foster to Hillary Clinton for her review.

In addition, investigators had the FBI conduct fingerprint analysis of the billing records. Of significance, the prints of Vince Foster and Hillary Clinton were found.

The Senate Whitewater Committee concluded that Hillary Clinton was the person most likely to have put the billing records in her book room, or know how they got there. The Independent Counsel continues to investigate Ms. Clinton's involvement in handling the records.

For her part, Hillary Clinton has said that she has no idea how the billing records came to be in her book room. "

"WASHINGTON (CNN) -- Former National Security Adviser Sandy Berger was sentenced Thursday to community service and probation and fined $50,000 for illegally removing highly classified documents from the National Archives and intentionally destroying some of them.

...Berger reached a plea deal with federal prosecutors in April to avoid a jail sentence.

At that time, he said the reason he took the documents was so he could prepare himself and others to assist the 9/11 commission, which investigated the circumstances surrounding the 2001 terrorist attacks and published a report of its findings last year.

The documents taken by Berger dealt with the terror threats during the 2000 millennium celebration, according to parties in the case.

According to the charges, Berger -- between September 2 and October 2, 2003 -- "knowingly removed classified documents from the National Archives and Records Administration and stored and retained such documents at places," such as his private Washington office.

Berger's associates admit he took five copies of an after-action report detailing the 2000 millennium terror plot from the Archives. The aides say Berger returned to his office, discovered that three of the copies appeared to be duplicates and cut them up with scissors.

The revelations were a dramatic change from Berger's claim last year that he had made an "honest mistake" and either misplaced or unintentionally threw the documents away.

When Archives officials contacted him after they realized documents were missing, Berger told them about the two copies he had, and returned them, along with his handwritten notes, officials said."

Two National Archived employees testified Berger acted suspicious so they followed him. He put papers in his socks.  He hid them under a mobile trailer, and returned the binders he checked out at the desk. Then he took the papers from under the trailer to his office.  What memos were attached?  What handwritten notes by the Cabinet and NSC and the President were in the margins?  Who knows, he accidentally forgot not to shred them.

And that's why Clinton has the reputation of a scumbag with goons.
