It is simply that before you can be released from prison, you will be evaluated by someone (a board or psychologist etc) and if they conclude that there is a significant risk that you will commit more crimes, they will not release you.

Thus, if you are mentally unstabile and violent, and never improve, they can effectively keep you in prison for life if they always have to conclude that you are a danger to society.

This means that before any possible release or parole, it will be have to be assessed wether or not it is safe to release him back into society. Thus that kind of sentence can in extreme cases (like this) in fact mean prison for life.
