Declarative Statement!

"RUSSIA" was not attacked or threatened, unless we mean the Greater Russia that Putin has in mind. 

And loss of territory through a war of aggression is supposedly against the UN Charter.  There's the decadence, either uphold the Charter or just renounce it and let's have wars for land grabs.

Western Civilization has decayed to the point that it cherishes being seen to do Right, but will not do anything too dangerous or expensive as to direct the affairs of strong nations.  It will therefore twist itself into knots proving that obeying the desires of violent enemies is actually justice.  For instance, here Russia affirmed its self defense against an aggressor who wantonly fired on neutral troops, and then got a bit carried away.  The fact that if Russia were an imperialist aggressor who coveted the provinces for itself, it would have done just as it has, is pure coincidence, and anyhow, nobody is going to do anything; so make believe every fait accompli was the best good.
