My 'new' internet source will not open acrobat pages, so I cannot go find 20 or so for you.

However a quickie I know the gist of... funding for structured after school activities for foster children.

My mom was a foster parent so I know her side, and I worked security for Oregons adult and Family Services, so I know their side.

A foster parent is PAID and EXPECTED to provide nonstop structuring for these children as it is. The entire thing is a means to provide a payout of some size to some after school program of the politicians choice.


Oh and the money for 'rehabilitation of native American child molesters'.

Not kidding on that one...

They misread it.  Though the wording could have been better put in the passage.  Take the word surveillance and replace it with monitoring.  It has nothing to do about implanting chips into medical products that are then placed into human bodies.  When you see the word surveillance most idiots automatically assume it's "electronic" in nature.  Surveillance means just that, "Watch over."  Nothing more.  People read into that way to much, and thought oh wow, we're going to microchip peoples.  Ohnoooooo.  1984 1984 1984.

key you'd have to ask a lawyer what "surveillance" means to the federal government.  I don't think it means "oversight".

A young lawyer, or an old lawyer?  Each one has their own definition, though both are smart enough to use the american Dictionary for the current term of said word, and that is what both will cite in any court case.

Actually if you look at the United States Code, at the start of major sections it has a list of definitions

"For the purposes of this section,

"agency" shall refer to..."

and it goes from there.  So you'd have to know what section governs, and then, go look at how it defines 'surveillance'.  Only if it doesn't define it, can you argue the dictionary.

The Central Intelligence Agencies term for "Surveillance", is not the same description used in the world dictionary.  Or the Law books.
