I have a hard time visualizing scarcity of resources as a root cause of poverty.  mainly because that seems incredibly general.  what resources would have to be scarce in order to cause poverty? foodstuffs? ore's? consumer products?

The more scarce a resource the more expensive it is. Cities are environments in which the resources necessary for survival are scarce.  There aren't vegetables to be picked by anyone in need growing on the roofs of office buildings.

Vegetables are grown tens if not hundreds of miles away from city centers, making them scarce in the cities.  Also, you are living in a capitalistic economy, wherever the vegetables are grown, the vegetables are still scarce unless you happen to own the land upon which the vegetables are being grown.  In communist areas, where the land isn't really owned by anyone in particular and people just go out and plant crops wherever they can, the vegetables are still scarce because 1. people are generally lazy and don't plant enough and / or 2. people are generally greedy and if given the opportunity will harvest vegetables that others planted and / or 3.  people are stupid and planted vegetables in areas where they wouldn't grow well enough.

The very fact that cities exist in the first place, creating communities that can't grow food and instead importing food from rural communities, proves you wrong, as it indicates that it's more cost-effective to have urban communities that can take advantages of the benefits of urbanization (centralized distribution of goods at stores, large-scale industrial production capacity, large flows of capital for investment opportunities, and a huge customer base for goods and services).
