The USA is in the same position. A frigate is there with a bunch of Somalis onboard, they asked the Dutch to give them one of the pirate boats they captured so that they can put their pirates in and drop them of near shore..

if we take them to holland to prosecute them, they are on dutch soil, and therefor have the right to request a dutch passport. their living situation back in that country is very poor, therefor they have a reasonable chance to get one.
