It's called diplomacy. I don't expect someone with your limited mental capacity to understand such complex concepts.
One thing to understand as well is that the US market is the reason for the violence along the border towns to begin with. If there wasn't demand for such goods then the violence wouldn't exist. The US sends upwards of 20b USD through Mexico every year. We have to bear some responsibility for this as well. We might want to look at some of the laws in place in countries like Switzerland or Belgium in terms of legalization of some substances and supervised medical distribution for addicts of others. If you remove the market from the drug lords then they have no more money to bribe police, buy guns, and terrorize citizens.
