would need alot more parameters i think, but for ppl unable to do the calc themselves i think it would be a decent tool.
However comparing empires would be a much more relevant comparison.
Also ROI meassured how? Thats very much debatable because of the compoundment of investments in IC
I don't have a tool but a lil rule of thumb using Days left in round, NW and Research to determine a suitable OB-percentage.
30 * Days Left in Round * (1+Construction Science in Percent/100) * (1+Income/Resource-Science in Percent/100) / (1 + NW in M)
The 30 is a constant that depends on the building-type. 30 is for cheap buildings like Mines, Farms, RCs, CFs and TOs.
For expensive buildings like LQs, RSs and OCs it would be more like 20-25ish.
Example:
26 Days Left in Round
Construction- and Resource-Science both at 60%
2.5 M NW
30 * 26 * 1.6 * 1.6 / 3.5 = 570
So I would not OB my new planets to more than 570%
I don't like your rule
though the concept is interesting, with 26 days left in the round (assuming average market prices) i would go to at least 700% and probably higher if i was playing SS (which i assume you are)
Well ive always though payback time to be the most appopriate pay back means of calculation in IC, since the pay off from the buildings is constant through the round. This way its easy to calculate both building science and exploration

If you like the concept but not the outcome just raise the Constant of 30 to something you find more suitable.
Note that most of my planets already were at over 900% from times where my NW was not as high as when I posted this.(should probably not say so while the round is going).
The 560% only applies for new planets and the value is that "low" because my massive NW factored in the building cost works against the ratio of investment per building and expected returns till EOR.
Seeing me being quite up in the individual rankings with mostly bankers ahead of me, I don't feel the formula to be too bad.
