If the universe is never ending then how does 'The Universe' explode? Could it possibly be an explosion uncontained? And if it never ends, how can we say 'The Universe', seeing as 'The' usaully means something within a boundry?

Thats probably because there isn't much crime. I mean maybe if you came from the alternate reality of the UEF and such, or were operating in Kallum territory.

Unless we want to expand our colonized galaxy, because it seems like the only 4 political entities right now are Blacken, the Cy'Tan systesm, the Talus Empire/Republic and the Kallum fractions.

There is always crime you know, and there are a lot of planets still out there, minor empires carving out their systems in a grab for power.

as far as the Cy'Tan are concerned, you can eliminate them from the entire story if you want to, ignore they ever happened or leave them somewhat like caretakers that keep to themselves.
They don't do anything unless they are lead by someone with a goal and the will to pursue it.
