indeed. naps are agreements made by the players that are not governed by the game. it wasnt always even an option to sign a regular nap in the relations page, it was just added in to appease some people and doesnt do much good. i mean its meant to guard against dishonorable families who would break early, but if i nap is signed ingame they are free to explore in your core and portal, leaving you with no way of removing them.

frankly to be able to sign a nap, you have to be able to trust the families that you sign it with. there are a small handful of players left in the game im personally willing to sign a nap with, a larger handful of players that i just laugh when they offer a nap, and the rest well i trust about as far as i can throw them.
