If you had read my previous posts, I've already described who would be doing the 'deeming' - an internationally regulated, elected, overseen, transparent authority.

First, it's a different issue than the gun.  Nuclear weapons could potentially render the human species extinct.

I agree, however, that it is an all or nothing situation, and because allowing anyone and everyone nukes would certainly endanger the survival of the human race, there being absolutely no nukes is really the only rational choice.

There exists a chance, no matter how remote, of [projectile] weapons (or control over [projectile] weapons) falling into the wrong hands, and thus there is always a chance that [] war or [] terrorism may result merely by the very existence of such weapons, regardless of who possesses them.  This constant chance of [] war has caused psychological stess (albeit subconcious, perhaps) on generations[].  We don't know what effects this subconcious stress has had, nor what other problems this constant stress has caused.

But we agree on the actual point so (^_^)/
