im ok with that, just make popgrowth like speed, possible to get to 100% but half as cheap, and impossible to set below 0%

The reason that the pax race was "powered up" was because no one was playing as that race anymore, and if you look at rankings, there are plenty of people playing as revs still. I'm thinking that they are the last race that needs to be changed.
