I think the new op alone makes a partax a must have in any top 5 fam.  They are income destroyers first and foremost imo.

A decent pax can now effectively take out 2 CF bankers.  A good pax can take out a pop banker AND 2 CF bankers.  Keep in mind you dont need to completely destroy their income to make them useless, 3 Octocanes drops them to 50% net income and their upkeep stays the same so gross income becomes closer to 25%.

2 decent pax and any fam is in HUGE economic trouble.

Quantum Flux Field - When used the Quantum Agents can decide to accelerate or decelerate an empires fleets for a short period of time.

Target Empires Speed increases or Decreases by 5% for 2 ticks. The targets speed cannot exceed 150% or go below 0%.

The operation is stackable and multiplicative

Should be Hurricanes plural. The spell affects all the planets controlled by the empire not just one of them

Should be called "Happy Hours". 20% of the Empire Magically feel happy, they leave work earlier(not funny to work in a cash factory) arguing a diarreha (or something). Then they all meet in pubs and start drinking 6 hours consecutively!
Then they see 16% more employees arriving...
