We need to separate financial and other companies if we want to debate this properly.

Let us debate about companies like GM first. If they get sold out, and no one bids a large amount of money to buy it, it get sold at a low price. Mostly because they cannot rent the money. But that is only a good thing if you think about it. They get a company at low price, without previous debts. They need to lower production and costs till people want to buy more cars again. If they fail in their management -but it can't be worse as the previous staff- they get replaced again. Its a cost but worth the gain.

Inaction isn't the only alternative. Also I'm not advocating no help at all. I'm just saying its going way to far, and it keeps the wrong people at the top to guarantee the same future mistakes.
