Winner is not determined by score.  It's just a new ranking tool.

The measure of a winner is still pcount at the end of the round, and NW during to give an idea of infra/fleet status etc.

People still acknowledge size as the winner and even Tags awarded (in the case of ICPG) are based on fam with highest pcount.

Score is a good idea in theory, but the formula needs tweaking.
