Both ways have advantages and disadvantages.
If they think you are a n00b they might think you are easy planets.
If they think you are a vet they might think you are a threat and will try to kill you off.

Depends!

If I hit the vet I can expect a big hit back. So I either need a good hit or I need to be sure I can handle the upcoming fight. Mostly I look at what the vet is doing (keep infils, etc) and if he explores too close just keep him at bay till I am ready to engage in a fight.

the noob is just for easy planets when it suits you. Or you are nice and leave him be and just take a few planets in critical systems.

I thought that the reason it sometimes takes 11 bombers for a laser is because each bomber has a 10% CHANCE to kill a laser... not an even 10 to 1 ratio -_-... If the % of lasers on your HP=greater lasers kills why wouldn't someone just get really big where their HP infra means nothing... kill all the infra and full build it with lasers? That doesn't make sense... explain anyone?
