It's a matter of respect. Gifts are a sign of respect. A sign Obama is not showing. It's only disrespectful to go through the motions but to give someone a cheap and thoughtless gift they could get at any general store. Only Iluvatar categorizes a lack of respect as a sign of being "capable," and Nolio misses the significance of gift giving entirely. Good job. Now go to school.

The article reports that the Queen wanted an iPod and Obama complied. That's all. This incident doesn't show whether Obama is a good gift giver or not since his own personal gift giving skills are not utilized when the gift receiver is receiving what has been requested.
