Yes it does Duli - though it wont be immediate it'll take a few ticks to take effect due to research pop being updated once or twice daily

well, the aimed ratio would be 60/40 LQ/TO, however this is just a target, it's not what you should go for no matter what.

as zidi said, lq's are expensive, so build on low OB rates, higher OB is for TO's.
also, especially early in the round it's important for your pop to have room to grow, if that means you have to go to 75/25 or something, doesn't matter, you'll equal up in OBing later.

i would like zo remark an effect that is much forgotten:  when you build LQ on low OB planets.  These planets will have a low population especially with new planets.  It will take much longer to get your population up.  If you build LQ on fairly high OB planets your pop will increase much faster and you will max out your income in a few ticks.

pop banking, requires you to stay in systems that have two different attackers that are active, and only portal one planet per system.

Last time I pop-banked I think I went for a high TO percentage, around 60% TOs. I invested cash (10-15% of income after the first week) into science to boost income. Later as exploration phase ended, I pushed my science split between welfare and income.

If you feel there is danger of war looming, or that space is at a severe premium and it is becoming very expensive t build, you can do a final OB layer of CFs - making sure you will always see a return of investment.

Definitely fund a player (or 2) in your family to produce food. They should always be able to keep up with most of your needs. ideally all.
