Black monopoly? Goto jail?

Is it me or is this both racist and offensive to many?

Due to a virulent strain of moronic mods, your population are worried they will spawn some of their own therefore they have resorted to wearing mod-idoms. Pop growth is reduced by half.

It's not that hillarious though,

but neither racists I think, it's more like laughing with the 'system' which sent them to prison back then imo.

maybe herein I mean more like as in laughing with historical events, the monopoly whites had and black didn't, the discrimination.

Although revising an interpretation;
I tried imagening people playing this board game:

-Whites playing Black monopoly as in a lesson about discrimination, cause what will those people do whom play if they can't do anything but go to jail and lose all: indeed, steal from the bank lol

-Blacks playing the game: perhaps in a naive way does make it kinda funny if you'd see them throwing dice and playing tit on not realizing that somethings wrong, but that doesn't really fit.  is kinda funny if you see it as this tv-series, where this 'dumb family' plays such game "Oh, I have to go to prison again :s , must be bad luck lol"
