The only other two places I know which look vaguely like that are York Minster and Westminster Abbey but it is neither of them.

If you look through the windows next to the big rose window you can see it is derelict. I tried zooming in on the van and the sign with the restoration plans on but they are just pixellated X(

the site which this picture comes from claims that it was taken of the notre dame in paris in 1944 and it looks exactly like the picture you posted. the only problem is that it doesn't look the same as more recent pictures of the Notre Dame in paris :s
