I don't know. Here a weekend, for a mid-range escort, would be $3k. From what I can tell, the escorts in impoverished countries would charge high prices as well, because their consumers would be wealthy western visitors or bankers/plantation owners from their own country.

It implies a level of agression that most people are uncomfortable with.  The only reason to develope a missle shield against nukes in the current envrionment (understanding of mutual destruction) is if you intend to launch a nuclear strike.  It's like wearing a bullet proof vest in a room of people with guns, sure it's seems a reasonable precaution but it will give people the impression you intend to start shooting.

But no one can know that for sure.  That's the problem the only way to know for sure if a build up of defense is a precursor to an offensive strike is to wait and see if the strike comes; most people aren't willing to take that kind of approach to national defense.
