Ofcourse, (and I might just add, since this is more Strategy, rather than just a quetion), that although it may seem that what I'm saying is that it's better to do a big jump from 100% to 300%, it isn't always.
Big jumps will only be good if that Large Empire cost will have a big difference (ie you have a lot of planets/units, therefore networth). And big jumps will only be good if the advantage you get from Construction Bonus is going to be real good.
Otherwise, people often forget that its really good to be continuously building. If you build from 100 to 200% for example, then you'll have a whole lot more buildings making more stuff for you.
So you really need to see what might be best.
I often build in waves (like every 100%) across all my planets, and then work as a fam to get to a certain percentage on al lplanets. And then when the time comes, fund a lot of research, and get ready to jump big and then build all at once.
People also get stuck on the values of 100-300-700 etc. But sometimes its not godo for you. Often i go 100-200-500-600-700 or anything.
Just depends on the situation
