There are ways to avoid all that without the retaliation involved. Such as blowing up the refineries for example. No petrol for freight = no food = riots/starvation. Country collapses. Just find an extremist branch to fund, and make sure you are not implicated. Other fun ways exist too. WTC was only two highly valued commercial buildings, and I bet everyone remembers the first day stocks opened after that. Horrendous. Targeting the headquarters of say, 10 Fortune 500 companies would be ultimately way worse, especially if banks were targeted.
