When the mods reopen the galaxy for registration. Which should be soon, seeing as capricorn is full and pinwheel is the only other galaxy available for players to join.

Did they get the end date wrong? Shouldn't it be Feb 13 instead of Mar 13 (game ends in 6 weeks time).
