There's a simple alternative explanation for the issue you raise. Most of the Islamic nations also tend to be oil nations. Think aboout that.
If a nation, such as Japan, doesn't have many natural resources, it must rely on its people as the provider of its economy. Therefore, it must cultivate the people, who become its natural resource. As a nation finds more and more natural resources, however, part of the government's focus becomes to preserve and maintain those resources, since that is what is valuable to the government.
The problem is that oil is such a lucrative business that a nation only needs a few thousand people to exist. Every other citizen, in terms of economics, becomes a liability, or at the very least, negligibly valuable. The government no longer needs to preserve the people for economic value, so they become expendable for non-economic issues, such as warfare for the purpose of obtaining more key resources.
This issue is seen in many more areas than just the Islamic world. Blood diamonds, anyone?
