a "Senior Western Official" is just a placeholder. only if he wants to change his job soon he would allow the NYT to write his full name. i would locate him in the military of one of the coalition states (as the text tells about military officals) or an US-advisor close to the government (as only the US have direct influence in the iraqi government in the green zone of bagdad). possible is an UN advisor as they advice the iraqi election commission ("said a senior Western official who is following the |pre-election maneuvering|").

Iraq: democracy may work if the people understand what this means for them and what the benefits are. these people think and act diffrent as europeans or north-americans. they need a common agreement of all tribes and groups, but in a nation with three rival ethnic groups this is not easy. so BW your democracy statements are always to plain. what means democracy for you? the right of free speech obviously not...

So do you promote Democracy or Anarchy?  Any system we're exposed to influences us, the only way to eliminate Gov't influence is to eliminate Gov't, while perfectly alright on a small scale larger populations require some sort of regulating body to act as a coordinator in order to function effectively.
