for CF banking:
it is kind of necessary to have droids and keep agents, and because of the money that they take in up-keep you want your economy to be at the closest you can get it to 100%, also to help you make more cash you want to take a +10% to pop (remember that a portalted planet has it's own plus to pop), then if you run out of space, to raise economy you can push welfare research for more pop.
starting out:
you build half CF's half RC's with the standard 10 MF's and 5 RS's 5 OC's.
from then on you only build CF's, with minimal RC's i never put more than 10 per planet.
always portal before you OB, and you should start at 20 planets building them.
CF's should portal every planet and keep either a lot of ground or fighters, not both).
i rarely use TO's when CF banking' only when we have been in a war and i don't have many planets to do things with.... they cost too much and really don't do enough for the expense as a CF.
POP banking:
of course everyone starts out the same with the CF's, then usually after 20 planets you start switching them one planet at a time, and building every planet after that accordingly to POP, meaning TO's and 10 RC's till you get your 200%, then build 2x the TO's that you build LQ's.
in this area TO's can be a phenomenal blessing to your cash flow, be cause you got pop, and bonus with out too many building's getting in the way of making it a bonus to you.
for TO's to work the best you need to have 2x the TO's as all other buildings combined.
but remember that you will need more wizzies than anything else,
i usually start with a 75% to economy 25% to welfare at BOR, and
then switch to 50/50.
as far as planet build as i said before you need twice as many TO's compared to all other buildings you have for them to be worth it.
i would build out all TO's and OB LQ's as needed, the other thing i would do as a POP banker, is not portal every planet in a system, remember you'll be very vulnerable as a pop banker, so stay as close to the core as you can, and in very secure systems.
Fighters = 3 nw Bombers = 5 nw
Soldiers = 1 nw Droids = 1 nw
Wizards = 1 nw Agents = 1 nw
Transports = 6 nw Buildings = 4 nw
Population = 0.025 nw RP = 0.001 nw
Planets = 800 nw
in all cases you need to start watching your NW, because every gain in NW effects your bonuses, so you want to maximise cash, and limit expense.
so every time you build something your research will drop.
