If your scientists keep reaching politically inconvenient solutions it's better to get rid of them night of the long knives style, rather than threatening to take away their funding. Just a tip.

It would be interesting how this affects research strats, especially later in round when high con bonus isn't as important.

So as a quantum I put 100 GC in, gets converted to 160 RP and when i retract i get 75%*160 = 120 GC back. I like it.
