The new Andromeda round is opening soon.  It will be the primary non-IA galaxy, but we still need to vote on other details, including the starting resource multiplier vote below.

I think starting res really dictates my opinions on a lot of these other polls. Would like to see this one decided on first and then the rest of the polls tongue

Given that HC will likely have a starting resource boost, we're gonna keep this one at 1x.
