Topic: Andro Vote: Offensive Action Delay

The new Andromeda round is opening soon.  It will be the primary non-IA galaxy, but we still need to vote on other details, including the offensive action delay vote below.

For me, depends on how much starting resources we get.  Hard for me to vote for a bunch of these without knowing that first.
