When building in the new interface, the message displayed by default implies that construction has started.
This also shows when nothing could be built either due to trying to build more than the maximum allows, or if the builder has insufficient materials to build with.

When this occurs, it shows both that construction has been started and that construction could not be started.

Sometimes, you even get a third message referring to the fact that some planets have reached the building cap, making the entire thing seem even more disorganized.
