old morale soft launch

The old morale code is in place as a galaxy option.  Existing galaxies will continue to use the newer formula for the remainder of their rounds.  The new default going forward will be the old formula.

forum post likes/dislikes/points viewable by guests

Guests can now view the new forum post info.

I'm pretty neutral in this Pie, but just want to share the feeling the people were always bitching at the morale calculation when the old calculation was used too, and then it changed and people were bitching at the morale calculation, and asking for the old one while they didn't like that one either...

I guess this is one of those things that everyone agrees on we need in the game, but however you do it, it's always going to cause complaining.
