I believe it is the old name for TOs, for some reason it says income control control center and TO when someone has TO in their race

Actually I think it was different but similar to TOs, however, its a bug. It doesn't affect your race in anyway.

When the game first started, there where TOs and ICC.  Quantums had ICC and Paxes had TOs.  Both worked identically... but seeing they worked as a multiplier towards income the math on building  25 TO+25 ICC+50 LQs would net you more than if you built just 50 TOs.  At the time there were only three default races - Wardancer, Partaxian and Quantum so most all bankers went custom and could spend race points to get both ICC and TOs.  Unfortunately, the additional income of having both wasn't really significant enough to justify the race points so having both building types were unnecessary hence no more ICCs.
