Topic: Cant cast no fear at 0 morale

So I attacked someone and made my morale 0.
And cast no fear requires 0 morale. That's what I am having.
But it can't be casted, saying wizzies are busy from my previous tasks.

Nap is good.

I was able to cast at 0 morale

I think there is a difference between +0%, 0% and -0%.
