Topic: Octarine Hurricane Morale loss on forbidden 4th cast

When a target has 3 Octarine Hurricanes affecting their empire it's forbidden under galactic law to cast a 4th. However if you try to cast a 4th, it's treated like the spell was casted and you lose Morale.

Does the target empire receive a failed spell notification?

The target doesn't get a message for fail, however your wizards are doing the job,  so it should take the morale.
