This sounds right.  That's happens when you click "Send forum email" but the user has disabled that in their settings.

That's a different feature than actual forum PM, which you can send via the "Send a private message" link.

Does that explain what you're seeing?

Well, i was trying to fourm pm myself and i got that.
I know i didnt disable it.
