Above is the message that is generated when you trigger a fleet hovering your own planet. I think only the below should do the trick:

"Er, we already control this planet Sir. My troops won't obey any orders to attack their own people."

Gonna improve this generally, right now these messages share code with game-error handling (unexpected db errors and such), which is wrong.
